Package update was applied for all workstations except k1ctr14@IXV.

k1ctr14@IXV was unreachable and I had no plan to enter the mine, so update for k1ctr14 was postponed.
Unfortunately, heartbeat check for NUCs set in klog#36581 didn't work for hang-up issues of NUC workstations.
Since there was nothing in the logs, I need to figure out what to do next.
Anyway, update for k1ctr14 will be done after it will be recovered.

k1ctr21 which is also NUC workstation on the large desk in the control room was upgraded from Debian12 to Debian13. It's the first deployment of Debian13 as client workstations.
All control-room tools were tested in klog#35110, klog#35113, klog#35128, klog#36448, and klog#36628.
So it should work fine same as another workstations still in Debian12.
