Graphics update for monitor workstations
Graphic board on k1mon4 and k1mon11 were upgrade from GT730 to A400.
Stability of k1mon11 should be improved by this change same as k1mon9 which was updated in klog#32385.
As for k1mon4, it's still in a test and might improve stability.

Workstaions with GT730 which displayed Lockmon had hung up within 1 day due to a crash of Xorg. This issue was improved by upgrading a graphic card on the local test environment and k1mon9 which was a display of Lockmon in the control room was upgraded in klog#32385. After this upgrade, k1mon9 didn't hang up in recent two months. Because k1mon11 which was a display of Lockmon in Hokubu-kaikan had a same problem, its graphic board was also upgraded today. Its stability should be also improved same as k1mon9.

As another problem, TCam viewer (vinagre) also frequently hangs up especially when IFO is locked with IR. It seems to hang up when the images change violently. So I tried to upgrade a graphic board for k1mon4 which shows TCam images and some gigE images. Though this upgrade may make improvement on TCam viewer, another issue was induced on gigE viewer. Because XV extension cannot be used with a new graphic board, hardware scaling for gigE viewer cannot be used. When we show the gigE viewer with an original image size, it's no problem. But scalable size mode couldn't be launched. So I modify the camera_client.py to use software scaling for the new graphic series. Because of this change, CPU load by gigE process slightly increases. (Though I think we never use such a way, CPU load increase as a factor of 4 (~12% => ~50%) when gigE images shows full screen mode in QHD display. In a practical use case, only a few points increases (~12% => ~14%). So it should be no problem in a practical use case.) I'm not sure that whether a pros. by improvement on TCam viewer or cons. by increasing CPU load of gigE process is a large impact for the stability. Hang up rate should be monitored for a while.
