Summary of recent segment for IPC glitch (2023/11~12)

This is a continuous work to klog#27513.

We checked the number of IPC glitches and the time they appeared frequently during 11/01 ~ 12/06.

11/01 ~ 11/11,
- Many IPC glitches appeared about 50 events per day.
- Most of them appeared around 1:00~4:00 JST.
- The time tended to shift to late as the day passed.
- At least 17 events (11/05) and the most 99 events (11/07)
11/13,
- The number of glitches drastically decreased. (n=8)
11/14 ~ 11/27,
- Only a few (n=12) IPC glitches appeared during these two weeks.
11/28 ~ now
- The number of glitches gradually gets higher and higher.
- Especially, there were 84 glitches on 12/05.
- Most of them appeared in 22:00~24:00 JST.
- Hot time of glitches shifted slightly from day to day.

We checked the number of IPC glitches again. Since 12/8, IPC glitches have drastically decreased.

I checked the recent situation of the IPC glitch.

12/13 n=2
12/14 n=0
12/15 n=5 (including longer IPC glitches)
12/16 n=0
12/17 n=0
12/18 n=1
12/19 n=1

I have attached the list summarizing the time the IPC glitch occurred in the JST timezone. In December, the glitch swarm seems to be concentrated between 22:30~23:45 JST somehow. Since the last glitch swarm finished on 12/8 at 23:45 JST, the work after or around this swarm will effectively reduce the IPC glitch. One possible work is [klog27901] to reduce the CPU load.
