Before this work, I changed both OMC_LSC and OMC_ASC to down state. Then I performed the initial alignment. During the IRX alignment, the IMMT1 fluctuated a lot.
After the initial alignment, I tried to lock the FPMI, but failed in HANDOVER_ALS_TO_IR.

FPMI was recovered after solving the REFL power problem (klog23051). Due to the work, I changed the nominal HWP ange in LSC_LOCK guardian from 95 to 55 degs.
