Model commonization: Type-A (ITMY) is now compatible with PAYLOAD_MASTER and TOWER_MASTER.

 PAYLOAD_MASTER and TOWER_MASTER have been replaced.

 The deletion of MODAL was done for both PAYLOAD and TOWER.
 
 By deleting the MODAL, the next SHMEM is deleted because it is not used.
