Update of coil driver BIO controller for ETMs

Related to klog13814 and klog13815

I updated CD_STATE_MACHINE_KAGRA.c and new feature of this code is as follows.
STATE REQUEST: stage1, stage2, stage3
0: OFF, OFF, OFF
1: OFF, OFF, OFF
2:  ON, OFF, OFF
3:  ON,  ON, OFF
4:  ON,  ON,  ON
5: OFF,  ON, OFF
(new state for enabling only p:3Hz, z:30Hz stage)
6: OFF, OFF,  ON (new state for enabling only p:10Hz, z:100Hz stage)

This change is already applied for k1visitmxp, k1visitmyp, k1visetmxp, and k1visetmyp.
It seems working well (See figures).


Note for VIS folks

This update is related to all suspension models depending on "UIM_BIO_MASTER" library.
But there is no change in mdl file itself. This is the update of just only c-code.
So I rebuilt and restarted only Type-A payload models in this time.

There are two choices for other suspension models.
1. Rebuild and restart all suspension models someday (not so urgent) if we want to use only one unified library block.
2. Create new dedicated library block for ETMs if it's better to disable "state 5" and "state 6" for other suspensions

I prepared new anti-dewhitening filters (1.49Hz;28.22Hz, and 9.59Hz;102.6Hz) on TM_COILOUTF and checked transfer function from TM_TEST_L_EXC to Volt monitor channel.

Volt monitor channels are whitened by the three stages of 1Hz;10Hz. So when the dewhitening filters are turned off, measured TF shows whitening filter response (fig1 and 2).
After compensating whitening filter effect, Flat response can be seen due to the good compensation of anti-dewhitening filters and dewhitening filters (fig3 and 4).
