TM coil balancing of ETMX

Same reason for ETMY, I did coil balancing of ETMX too.

Coil balancing of ETMX is also good after coil driver replacement.
I changed H4 gain from -0.372 to -0.363.

Coil driver for the TM stage was replaced from S1604827 to S1707385.

Filter stages are changed as
p:1Hz, z:10Hz (stage 1)
p:3Hz, z:30Hz (stage 2)
p:10Hz, z:100Hz (stage 3)
