Modify the k1pemmanage model : add the snow monitor channel

I modified the k1pemmanage model to add the more snow monitor channel
(Now, the new snow monitor was tested in the Hokubu kaikan)

I also modified the scripts and now the values automatically modified by the CAPUT by the scripts.
