After the main data system at Kashiwa came back online, NDS/NDS2 service on k1nds2 also were resumed.

Another minor issues.
- The slackpost function stoped some guardian nodes due to the HTTPS connection error during the network down.
It was recoverd by STOP/EXEC cycles. But this kind of error should be caught and properly processed without stopping guardian node itself from the viewpoint of operations of observing runs. I prepared modified version of the slackpost function in order to avoid fixing each guardian node in which the slackpost function was used. It will be replaced someday.

- Connection to Mozumi entrance workstation was lost due to a change in IP addr.
Because network connection on the mozumi entrance workstation is established by DHCP, IP addr was changed before and after the planned power outage. So all connections from DGS network were lost. As the result, auto-recovery, screenshot on the Web and some other services were stopped. I updated the connection settings on the script side and then all services came back online. Because using DHCP makes hard to keep these services, a static IP should be assigned for Mozumi entrance workstation if we want to keep these services.
