With the update of the CAL_PROC guardian in klog#33821, the IFO guardian now also checks the status of the CAL_PROC guardian.
In order to climb above OBS READY state, K1:GRD-CAL_PROC_OK must returns 1.

CAL_PROC guardian is now checking model/filter updates by CFC bit in STATE_WORD and reports any change in filters. Unconfirmed filter changes may affect a calibration. Update of CAL_PROC guardian was done for checking this issue. When CAL_PROC guardian doesn't return OK flag, IFO guardian keep to stay in the CALIB_NOT_READY state.

Note that this new behavior is intended for the operation during observing period and doesn't show the calibration status [Ready/Not ready] during commissioning period in which IFO is operated with LOCKED or lower states (because another various checks are also skipped below LOCKED states).
