CAL_PROC guardian was resumed
CAL_PROC guardian was resumed as preparation for returning to observation mode from commissioning works.
It's now monitoring CFC bits of all models and raises "Calib. not ready" flag when any CFC bit is flagged once.
For completing this work, one EPICS channel will be added as a dedicated record and IFO guardian will be also updated to monitor CAL_PROC guardian.

In the case of SDF diffs by commissioning works, we can leave them during commissioning works and confirm them just before returning observation mode. On the other hand the case of foton filter update, we need to clear CFC bit in order to apply new filters. This means that we cannot aware of filter updates by CFC bit when we try to return observing mode after all commissioning works are completed though we can know them just after modifying filters.

As a solution of this issue, I resumed CAL_PROC guardain to monitor CFC bits of all models. When CFC bit is raised on any model, CAL_PROC guardian raises "Calib not ready" flag on a dedicated record. So even if commissioners clear CFC bits to apply new filters during commissioning works, we can know presence or absence of filter updates. It's probably difficult to automate judging an impact to the calibration by filter changes and executing re-calibratin process if necessary. So a manual operation of a retraction about "Calib not ready" flag will be probably done in order to return observing mode.

Now an unused EPICS channel is temporarily used for this purpose as a test. After this test, I plan to add one dedicated EPICS record for this purpose. And IFO guardian will be also updated to monitor the CAL_PROC guardian. By this changes, IFO guardian will categorize the status as Down/Locking/Locked/Calib not ready (new)/Ready/Observation.

After an update of k1detdq0, the CFC check channel was replaced from temporal channel to the proper channel.
CAL_PROC guardian can now detect foton updates and IFO guardian can stay in CALIB_NOT_READY when there are unconfirmed filter changes.
