Update on the condor submit file for the cache file production at m31

[Uchikata, Yuzurihara, YamaT]

To avoid production of duplicate lines in the cache files, we added a condor option
`periodic_remove = (JobStatus == 1) && (time() - QDate) > 40`
in `condor.sh`.
