Pastavi update : reading text file of ASD for noise budget

I implemented new feature to read ASD data (text file) for noise budget.

The usage

upload the text file of ASD data in KAGRA dropbox (/kagra/Dropbox/Measurements/NoiseBudget/txtdata) . The specific format of text file is required. Please follow [klog#24303] or mimic the other text file which was appeard on the list. When you put the text file on Dropbox and it doesn't appear on the list, the format of text file may be invalid.
Visit Pastavi page and select text file, instead of selecting the date and the time for reading ASD data. See image. Other steps are same as usual.

Note that the interpolation of ASD data will be done automatically. No need to care the frequency resolution.

I update the quick manual including this update point. See [JGW doc].

Now the user can compute noise budget by

reading XML file (measured TF) + computing ASD from frame data
reading XML file (measured TF) + reading ASD from text data (user prepared)
without transfer function + reading ASD from text data (user prepared)

The last two are available by this update. You can include your measurement (such as upper limit obtained by PEM injection) / the theoretical noise curve / the computed noise curve (such as shot noise or dark noise?), in the noise budget.

Tamaki-san pointed out that Pastavi doesn't work for plotting the noise budget from `reading XML file (measured TF) + reading ASD from text data (user prepared)`. I fixed the issue and updated the manual.

I have attached the table to show the available combination for plotting the noise budget.
