I modified some configurations for the current situation.

Set plotting rage to 1,5000 Hz.

* Home
Added O1 - O4a Network Summary url links.

* OMC
Set QPD plotting range to -1,1

* DARM
Set ploting range of DARM control noise to -6e7,6e7.

* ARM control
Removed HARD control plots.
