Maintenance contents

Workstation cleanup
No remaining process related to sshd on k1gate
No remaining process related to CDS tools on workstaions in mine.

Old frames cleanup
Too old second frames (Feb-Apr.) were removed from the Kamioka storage (k1nds0, k1nds1).
They are now available only on Kashiwa storage (k1nds2).

IFO guardian update
This is related to klog#25457 and klog#25486.
IFO guardian was modified to suppress a speech when ISS goes to DOWN before LSC_LOCK goes to LOCK_LOSS.
In new implementation, obs_ready decorator is used to just jump from OBSERVING to LOCKED without a speech.
A speech that observation condition is broken is done in the run() function with 3-second latency and 300-second interval.

ISS model update
For the detailed investigation of ISS lockloss e.g. klog#25486,
I added error/feedback signals to the DQ channel list.
For this work, SAFE is requested to all suspensions and restart k1psliss.

I found that a new implementation of IFO guardian was bad.

It works well when ISS goes to DOWN before LSC_LOCK goes to DOWN as I have expected.
But it unnecessarily speaks during the LOCK acquisition.

When IFO guardian goes up from LOCKING to LOCKED, it speaks once the message which
should be heard in the case of going down from OBSERVING to LOCKED.

So it should be modified again in order to avoid confusing operators...

Because loading IFO guardians makes gap of science mode if it's loaded in OBSERVING,
we should load it when IFO is down.

As discussed in the morning briefing, I fixed the bug in IFO guardian during the time for PR3 alignment.
Unnecessary speech during the lock acquisition can be suppressed by this modification.
