Related to issue during silent run, klog#23473

I modified the LSC_LOCK Guardian to shorten the time to pass this state. When we sweep the frequency, sometimes we find two resonances whose distance is FSR. Previous Guardian code can`t handle this issue. We solved this by taking the average of resonance frequencies.

After the modification, we can find the IR resonance by iterating thie state a few times. When the iteration was 3 times, it took 1 min 20 s.

I also implemented the counter of the iteration. See image.
