Suspension transfer function measurement and model construction: GAS filters

Similar work with klog19597.

Abstract:
I measured the TFs from GAS filters and made models.
Then, I made damping filter and edited the guadian (VIS_paramsBp.py) to engage damping from the guardian request.

Detail:
I measured the TFs of all DOFs of GAS filters.
Then, I made suspension models at FM10 (SUSMod_220127) of {SF,BF}_DAMP_GAS filter banks.
Figure 1 and 2 show the models overplotted on the measured TFs.
The models are based on the measurement results stored at /users/VISsvn/TypeBp/PR2/TF/Measurements/20220127/PLANT_PRM_STANDBY_{SF,BF}_TEST_GAS_20220127.xml.

Then, I modified DAMP filters for both AS filters.
After checking new damping filter works, I edited the guardian, and they are engaged by guardian at ENGAGE_GAS state.

Note:
A strage peak can be observed in the TFs of BF GAS but I have no idea where this peak comes from.
Currently, it takes 1.5 minutes to reach ISOLATED state with guardian from SAFE state, seems fine (fig3).

Thanks to Terrence, the peak at around 12 Hz is found to be come from the IM vertical resonance.
