I measured and fit transfer functions for IP L, T, Y, and F0, F1, BF, GAS DoFs.
These are just routine transfer function measurements and fitting like previous ones so I won't repeat the descriptions.
Fits are shown in Fig 1-6.

DC controls are made using similar criteria as that of the SR2, SR3, and ETMY.

Typically, I obtain a perfect cancellation notch filter from the IM V transfer function for the BF GAS stage.
Since I couldn't measure good transfer functions for the payload due to alignment work, I improvised one for now.

For the F1 setpoint, I have changed it from (787 to 0) for now.
F1 is not calibrated and the final setpoint is unknown.
I have modified the Guardian config file and now ISOLATING state engages all filters and controls the tower properly.
