REFL and POP power fraction check

To calibrate the measured sensing matrix we measured the power fractions on REFL and POP tables.

Fraction from REFL viewport --  Power at REFL PD1 = P_REFLviewport * 0.0081
Fraction from REFL viewport --  Power at REFL PD2 = P_REFLviewport * 0.015
Fraction from POP viewport   --  Power at POP PD1 = P_POPviewport * 0.27    (estimated number)
Fraction from POP viewport   --  Power at POP PD2 = P_POPviewport * 0.27    (estimated number)

POP numbers are estimations because the power at the viewpoert couldn't be measured. Because of the table cover, a beam just after the POP viewport was not accessible easily.

Although we wanted to make a full power budget, powers only the minimum spots were measured because of the practical limitations (beam sizes are very large after the viewports; there were not enough space to place power meters; and accessibility etc).

By the way, we noticed that REFL and POP layouts were not updated! no They will be updated soon on JGWdoc. For now, Darkhan's notes are attached.

The measured (or modeled) sensing matrix will be updated to take into account those fractions. But I'd like to take a bit more time to check and think if there is any other factors to check that.

Maybe we had no memory to update when we found smoke on mirrors and rearranged optics around there in March /April. Sorry.
