My first Noise Budgetter plot

I made my first Noise Budget plot using Shoda-san's NoiseBudgetter tool.

We might be within an order of magnitude to quantum noise limited sensitivity.

Details:
- Suspension thermal noise and Mirror thermal noise
   theoretical noise calculated by Somiya-san
- Quantum noise
   theoretical noise calculated assuming 400 mW at BS, optical loss from BS to AS RF photodiode to be only 70% from SRM and two BS's on AS optical table.
- Dark noise
   Measured by Anamaria, 1 whitening stage is on (klog #11747). Calibrated in a similar way as K1:CAL-CS_PROC_DARM_RESIDUAL, with an input matrix value 0.00633 (you actually also have to take into account the normalization factor with arm transmission, but the arm transmission is also normalized to 1, so it should be OK within ~10%).
   AS17_dark_1stagewhite_rawcts.txt * 0.00633 * 3.10119495e-13 * (pole at 20 Hz)
- MICH control
   K1:LSC-MICH1_IN1_DQ calibrated with the measured coupling by Yokozawa-san (klog #11344).
   For the coupling, I used the eyeball fitted transfer function with pole at [20,-10+10*i,-10-10*i] Hz, DC gain of 1.9e-9 (see attached).

Next:
- Measure the actual optical loss and input power at BS
- Re-measure cavity pole and update the DARM reconstruction
- Try subtracting MICH control noise
- Incorporate more noise

I updated the csv file according to the new version of the noise budgetter: NPconf_20191126_0624.csv.
It includes the GPS information. Please use this one.

I have updated the NB to calibrate everything with Noise Budgetter (see software update reported in klog #11758).
I have also incorporated the measured optical loss into quantum noise calculation (see klog #11762).
The most updated NB configuration file is NPconf_20191126_0853.csv.
