SINETの三鷹側の接続ノードについてNAOJのネットワークサポートチームに確認した所、三鷹のSINET接続は品川ノードで行っていました。
当日、品川ノードではメンテナンスが行われておりこれが影響したと思われます。
NAOJのネットワークサポートチームにも確認して同様の回答が得られています。
今後、シフトを組む際は、品川、神岡の両ノードのメンテナンス日時を確認する方が良さそうです、

We checked with NAOJ's network support team about the connecting node on the Mitaka side of SINET, and found that Mitaka's SINET connection was made at the Shinagawa node.
The Shinagawa node was undergoing maintenance on the same day, which may have affected the connection.
We also checked with NAOJ's network support team and received the same response.
It would be better to check the maintenance dates and times for both the Shinagawa and Kamioka nodes when scheduling shifts in the future,
