Model共通化: Type-Bp(PR3)をPAYLOAD_MASTERに対応

PR3のPayloadモデル(k1vispr3p.mdl)を新しいモデル(PAYLOAD_MASTER/PAYLOAD_MASTER)に変更しました。
この作業により他のType-Bpと同じ構成となります。
PRM: K-Log#15652
PR2: K-Log#15677

WD,DK解除の為、次の値を設定:
 K1:VIS-PR3_TM_WD_OPLEVAC_RMS_MX: 0 -> 10000

次の定義はない為削除しました。
PR3_IM_OL_DC_OFFLOAD_{P,Y}
PR3_TM_DAMP_{L,P,Y}
PR3_TM_OPLEV_SERVO_{LEN,+IT,YAW}

EPICSチャンネルの増減:
 PRMとほぼ同じ為、省略、詳細は添付ファイルを参照のこと

Model:
 Changed PR3's Payload model (k1vispr3p.mdl) to a new model (PAYLOAD_MASTER/PAYLOAD_MASTER).
 This work will make the configuration the same as other Type-Bp.

 To remove WD and DK, set the following values:
 K1:VIS-PR3_TM_WD_OPLEVAC_RMS_MX: 0 -> 10000

Foton:
 The following definition was removed because it does not exist.

 PR3_TM_DAMP_{L,P,Y}

Increase/decrease of EPICS channel:
 Omitted because it is almost the same as PRM, see attached file for details.
