We checked the gain of the combination of RF amp and attenuator.
The value in the spce sheet is 17[dB] - 7[dB] = 10[dB]. 

(Measured)
The one for f1a : 12.39[dB]
The one for f1b : 12.39[dB]
The one for f2 : 13.00[dB]

This is the differenece in the frequency response. We also measured it for f3 with the one for f1a.

f3 with the one for f1 : 12.22[dB]

Anyway, the gain of this combination have the 2-to-3[dB] difference from the spec.
