We changed laser power of PSL by rotating HWP. 
The laser power was increced to maximum power to get enough power for ISS and after changing are below.

The reflected laser power from the ref.cav pick off mirror was reduced with the ND filter and the laser power of the PSL output was reduced by
rotating the HWP before this PSL output and after changing are below.

No.2 the ref.cav pick off mirror reflect 139.75mW
No.3 the ref.cav pick off mirror trans  1417mW
No.4 PSL output 117.9mW
No.5 ISS pickoff mirror trans 11.7mW

After increacing beam power, we tried to lock ISS, Ref.cav and IMC. 
As a result, All was locked.
